Does Roosevelt High School Provide Accommodations and Services to Students with Disabilities under a 504 Plan?
A 504 plan in Washington State is a plan that provides accommodations and services to students with disabilities. Section 504 of the Rehabilitation Act of 1973 is a federal law that prohibits discrimination against students with disabilities. 504 plans can range from seating a student near a teacher for extra help to providing specialized instruction and related services. The Office of Public Instruction recommends that districts have written plans, even if they are not as detailed as an IEP.
All Washington public schools must comply with Section 504. But do they? There are 277 students with 504 plans at Roosevelt High School. Anecdotal evidence is that Roosevelt H.S. does not provide meaningful support for students with disabilities. For example, some, if not all, departments in the school penalized students universally for handing their assignments in late. And yet, being allowed to have extra time to complete assignments is a common accommodation.
